Near the scenic Estrella Mountains in west Phoenix, Avondale is a modern city of over 76,000 citizens, in one of the ten largest metropolitan areas in the nation. Hundreds of thousands of visitors come to experience Avondale and surrounding venues each year, including NASCAR races at Phoenix International Raceway; sporting events at University of Phoenix Stadium and Arena; and amateur sporting events at Avondale Sports Complex.  The City maintains a budget of approximately $180 million.

As CIO, Rob Lloyd directs a diverse technology portfolio. His department supports internal administration, public works, law enforcement, fire protection, justice courts, economic development, family and cultural services, libraries, and utilities services. The organization is well-regarded for having a progressive and innovative culture. At the end of 2012, Avondale was named one of the Digital Cities of America for the second consecutive year for its information and communication technology management, engagement with stakeholders, and cost savings initiatives.

Rob has 15 years of management and executive experience spanning the information technology, government, and utilities sectors in Colorado, Oregon, and Arizona. He currently serves on the CIO Magazine Executive Council, Mid-Market CIO Forum Advisory Board, Arizona Technology Summit Governing Board, and the Avondale IT-STEAM Education Committee. Rob has also been active civically with Big Brothers/Big Sisters, the United Way Combined Campaigns, Sister Cities International, and as a Girl Scouts of America Gold Award mentor.  He is a 2013 Phoenix Business Journal Forty Under 40 honoree.
