Bio

Rich Castillon heads a staff of 50 IT professionals who support one of California’s largest water recovery treatment facilities that services the 2.5 million residences of north Orange County.  During his 24 years with the District, he has been assigned to Operations & Maintenance, Planning, General Services, and has spent the last 19 years in Information Technology.  Rich is active with local and national CIO groups and represents the water sector and municipal government in his many activities.  His forward thinking strategies and dedication to a secure environment enables the Orange County Sanitation District to be a world leader in the water treatment industry.
